This patch basically does a simple thing, on the basis
of a variable neutron_dns_integration it enables/disables
DNS integration.

There is also precheck added which checks whether dns_domain
in neutron.conf has a non-default value if DNS integration is
enabled as this is requirement.

We previously used ElasticSearch Curator for managing log
retention. Now that we have moved to OpenSearch, we can use
the Index State Management (ISM) plugin which is bundled with
OpenSearch.

This change adds support for automating the configuration of
the ISM plugin via the OpenSearch API. By default, it has
similar behaviour to the previous ElasticSearch Curator
default policy.

RabbitMQ does not need to be reconfigured when migrating from non-HA
queues to quorum queues.

This allows us to continue execution until a certain proportion of hosts
to fail. This can be useful at scale, where failures are common, and
restarting a deployment is time-consuming.

The default max failure percentage is 100, keeping the default
behaviour. A global max failure percentage may be set via
kolla_max_fail_percentage, and individual services may define a max
failure percentage via <service>_max_fail_percentage.

Note that all hosts in the inventory must be reachable for fact
gathering, even those not included in a --limit.

This implements a global toggle `om_enable_rabbitmq_quorum_queues`
to enable quorum queues for each service in RabbitMQ, similar to
what was done for HA[0].

Quorum Queues are enabled by default.

Quorum queues are more reliable, safer, simpler and faster than
replicated mirrored classic queues[1].

Mirrored classic queues are deprecated and scheduled for removal
in RabbitMQ 4.0[2].

Notice, that we do not need a new policy in the RabbitMQ definitions
template, because their usage is enabled on the client side and can't
be set using a policy[3].

Notice also, that quorum queues are not yet enabled in oslo.messaging
for the usage of reply_ and fanout_ queues (transient queues).
This will change once[4] is merged.

This commit addresses a few shortcomings in the etcd service:
  * Adding or removing etcd nodes required manual intervention.

  * The etcd service would have brief outages during upgrades or
    reconfigures because restarts weren't always serialised.

This makes the etcd service follow a similar pattern to mariadb:
  * There is now a distiction between bootstrapping the cluster
    and adding / removing another member.

  * This more closely follows etcd's upstream bootstrapping
    guidelines.

  * The etcd role now serialises restarts internally so the
    kolla_serial pattern is no longer appropriate (or necessary).

This does not remove the need for manual intervention in all
failure modes: the documentation has been updated to address the
most common issues.

Note that there's repetition in the container specifications: this
is somewhat deliberate. In a future cleanup, it's intended to reduce
the duplication.

Kolla Ansible should deploy Glance and Cinder Backup with
S3 backend support working out-of-the-box.

The S3 backend had been re-introduced in Ussuri after being
deprecated around the Mitaka timeframe, and having some local
object storage options is nice for testing..

* Zun currently has a dependency on a combination of Docker and
  etcd that is no longer installable (or supported) in newer
  distros.
* These components are core dependencies of other systems and
  vendoring them will be very painful.
* Work to update Zun past this is scheduled for the 'C' cycle.
* If Zun regains compatibility, backports to this series will be
  considered.

* When the Debian job got upgraded from Bullseye
  to Bookworm, the non-voting Zun job started failing.
* This is because Debian Bookworm doesn't support the
  required Docker 20 pinning.
* Until Zun gains support for newer dependencies this
  job will keep failing.

Up till now the ARA plugin has been pinned to a very old version,
and is no longer functional.

This installs a much newer version of ARA and adds a README file
to guide developers on how to view the sqlite file.

The ARA plugin is installed by default, but not activated. This
is intended to catch a small amount of regressions and
integration failures.

Developers can enable the plugin by adding the string `#ara`
to their commit message. This avoids extra load on the CI.

Replaces the instance label on prometheus metrics with the inventory
hostname as opposed to the ip address. The ip address is still used as
the target address which means that there is no issue of the hostname
being unresolvable. Can be optionally enabled or set to FQDNs by
changing the prometheus_instance_label variable as mentioned in the
release notes.

Ansible 2.14.3 introduced a change that broke the method used for
restarting MariaDB and RabbitMQ serially [1][2]. In
I57425680a4cdbf0daeb9b2cc35920f1b933aa4a8 we limited to 2.14.2 to work
around this. Ansible upstream claim this behaviour was unintentional,
and will not fix it.

This change moves to a different approach where we use separate plays
with a 'serial' keyword to execute the restart.

This change also removes the restriction on the maximum supported
version of 2.14.2 on ansible-core - any 2.14 release is now supported.

This patch is adding a feature for an option to copy different
ceph configuration files and corresponding keyrings for cinder,
glance, manila, gnocchi and nova services.

This is especially useful when the deployment uses availability
zones as below example.

  - Individual compute can read/write to individual ceph
    cluster in same AZ.
  - Cinder can write to several ceph clusters in several AZs.
  - Glance can use multistore and upload images to
    several ceph clusters in several AZs at once.
