Kolla Ansible's release notes page [1] has the same heading as
Kolla project's [2] which is confusing. This commit aims to fix
that, as well as to do some minor cleanup of docs configuration
by removing part that is never used.

Switch to openstackdocstheme 2.2.1 and reno 3.1.0 versions. Using
these versions will allow especially:
* Linking from HTML to PDF document
* Allow parallel building of documents

Update Sphinx version as well.

Remove docs requirements from lower-constraints, they are not needed
during install or test but only for docs building.

openstackdocstheme renames some variables, so follow the renames
before the next release removes them. A couple of variables are also
not needed anymore, remove them.

Set openstackdocs_pdf_link to link to PDF file. Note that
the link to the published document only works on docs.openstack.org
where the PDF file is placed in the top-level html directory. The
site-preview places the PDF in a pdf directory.

Set openstackdocs_auto_name to use 'project' as name.

Since Kolla starts using Victoria reqs while being on Ussuri,
this patch ensures proper rendering both in Ussuri and Victoria.

Release notes are version independent, so remove version/release
values. We've found that projects now require the service package
to be installed in order to build release notes, and this is entirely
due to the current convention of pulling in the version information.

Release notes should not need installation in order to build, so this
unnecessary version setting needs to be removed.

This is needed for new release notes publishing, see

Releasenote translation publishing is being prepared. 'locale_dirs'
needs to be defined in conf.py to generate translated version of the
release notes.

Note that this repository might not get translated release notes - or
no translations at all - but we add the entry here nevertheless to
prepare for it.

In order to support automatically updating the release notes when we
create stable branches, we want the pages to be in a standard order.
This patch updates the order to be reverse chronological, so the most
recent notes appear at the top.

For proper release note generation on the releases.openstack.org
website, this change will need to be backported into mitaka and
liberty as well.  Then a special one-file reno file will have to
be added for mitaka describing the features and the same story
for liberty.
