Subject: [PATCH] Correct dev-quickstart installation directions kUse was using
 yum to install docker 1.7.0.  This wanted to install all of the fedora 23
 dependencies.  Instead, simply use RPM to install via http with the --nodeps
 option.  This works because we don't really need selinux since we don't
 support an selinux operational model.
